Shaping the Governance of Digital Public Infrastructure

At this very moment, Digital Public Infrastructure is being actively deployed across the globe. Alongside governments, there is a public-interest ecosystem of stakeholders: CSOs, the media, and legal stakeholders, who play a critical role in shaping its design and deployment.

This platform helps you access and learn from other public-interest actors involved in shaping the governance of DPI globally and regionally.

What is DPI governance?
Simply put, DPI governance refers to the measures taken by the institution responsible for an infrastructure development throughout its lifecycle to ensure trust, safety, and inclusion.

Why This, Why Now

Closing the Capacity Gap for Public Interest Actors

Public interest actors — especially media organisations, rights advocacy organisations, and civil society organisations (CSOs) — play a critical role in the design and deployment of Digital Public Infrastructure. Yet their pathways to engage with the DPI design process have often been riddled with capacity constraints and a missing enabling environment.

A survey with more than 20 organisations engaged directly or indirectly with the DPI governance process indicates that CSOs still feel short-sighted in their abilities to understand DPI's technical aspects, with many indicating few institutionalised spaces for engagement.

Recognising that these organisations can be catalytic for DPI governance but are often overlooked, this initiative empowers subject matter experts and network leaders to shape DPI's design and deployment by investing in the capacity of public-interest actors.

Guiding Principles

Shared Values

Resources developed through this ecosystem are informed by shared values and principles of stakeholders involved in governance — especially civil society organisations. This centres a localised rather than universal view, preventing one version of governance from becoming the norm.

Dynamic Capacity Interventions

While the public sector bears the responsibility of governing in the public interest, civil society shares the responsibility for constructive participation and accountability. Resources engage stakeholders both within and across country contexts.

Bias for Action

This initiative will only succeed if resources engage with willing participants in opportune contexts. We focus on working with trusted partners in different stakeholder ecosystems, translating commitment into real-world impact.
