Co-Develop Joins the Digital Public Goods Alliance to Accelerate Safe and Inclusive Digital Public Infrastructure Globally
GLOBAL – 25/11/2025 – Co-Develop, a global nonprofit fund accelerating safe and inclusive digital public infrastructure (DPI), today announced its membership in the Digital Public Goods Alliance (DPGA). This strategic alliance strengthens the global movement to deploy transformative digital solutions that serve as the foundations for a fairer future.
The announcement comes at a pivotal moment as nations worldwide recognize DPI as critical infrastructure for economic growth, financial inclusion, and public service delivery. Co-Develop's membership brings substantial commitments that will directly accelerate the DPGA's mission to facilitate discovery, development, and deployment of digital public goods globally.
"Digital public goods play a critical role for countries seeking a robust and rapid approach to deploying digital public infrastructure", said Tim Wood, Chief Partnerships Officer at Co-Develop. "By joining the DPGA, we are emphasizing Co-Develop’s commitment to help counties identify pathways to leapfrog traditional development trajectories using proven, open-source technologies."
“Co-Develop’s membership to the DPGA will significantly strengthen the use and understanding of digital public goods for digital public infrastructure. Their co-coordination of the 50-in-5 campaign, deep country engagement, and commitment to safe, inclusive, and interoperable digital public infrastructure directly advances our shared mission to empower governments with DPGs they can trust and adapt to meet their contextual needs.” Liv Marte Nordhaug, CEO, DPGA Secretariat
Catalyzing Impact Through Strategic Commitments
Co-Develop's membership includes four cornerstone commitments that will be integrated into the DPGA's 2025-2026 roadmap:
1. Accelerating DPG Adoption at Country Level Co-Develop will provide targeted grant funding to digital public goods that support digital public infrastructure. To date, Co-Develop has supported DIGIT, Mojaloop, Mifos, MOSIP, OpenCRVS, OpenFn, and OpenSPP. These investments respond directly to country demand, ensuring that nations have the technical support needed to deploy these foundational tools as part of their DPI strategies.
2. Championing the DPI Safeguards Framework Recognizing that trust is the currency of digital transformation, Co-Develop will support the development and implementation of comprehensive policy safeguards that address governance, design, deployment, and use of DPI. This framework ensures that safety and inclusion principles are embedded from inception, not added as afterthoughts.
3. Driving the 50-in-5 Campaign As co-lead of the ambitious 50-in-5 campaign, Co-Develop will actively recruit countries, organize peer learning exchanges, and provide sustained support to help 50 nations deploy safe and inclusive DPI by 2028. This isn't just about hitting numbers; it's about creating a critical mass of countries that demonstrate DPI's transformative potential.
4. Expanding Domain-Specific DPG Solutions Co-Develop will identify and support DPGs that address sector-specific challenges in agriculture, climate, and health. By fostering integration between foundational DPI layers and domain applications, this work ensures that digital infrastructure translates into tangible benefits for citizens.
A Bridge-Builder's Approach
Co-Develop's ethos of "co-developing" rather than imposing solutions aligns perfectly with the DPGA's multi-stakeholder approach. By connecting global expertise with local realities, this partnership transforms abstract concepts into actionable solutions that governments can implement with confidence.
Looking Ahead: From Momentum to Movement
This membership represents more than organizational alignment. It signals a shift in how the global development community approaches digital transformation. By focusing on open-source, interoperable solutions that countries can own and adapt, the partnership between Co-Develop and DPGA offers an alternative to vendor lock-in and digital colonialism.
The partnership's impact will be measured not just in deployments, but in lives transformed; farmers accessing credit through digital IDs, mothers receiving timely healthcare through interoperable systems, and citizens engaging with responsive, transparent governments.
